The 1992 Virginia General Assembly approved legislation creating the Comprehensive Services Act For At-Risk Youth and Families (CSA). The Act restructured state funding and local service delivery systems in order to better meet the needs of families with children who have severe emotional and/or behavior problems. The CSA process took effect July 1, 1993.

Healthy Families NSV is a private, community-based nonprofit organization that serves the city of Winchester and Frederick and Clarke counties. It works with first-time families to support positive parenting by providing information, referrals, and home visits by family support workers.

The National Exchange Club Foundation is committed to making a difference in the lives of children, families and our communities through its national project, the prevention of child abuse. The NEC Foundation's most successful method of countering abuse is by working directly with parents through the parent aide program. The NEC Foundation coordinates a nationwide network of nearly 100 Exchange Club Child Abuse Prevention Centers who utilize the parent aide program and provide support to families at-risk for abuse.

It is a Virginia law designed to help troubled youths and their families. State and local agencies, parents and private service providers work together to plan and provide services. In each community, local teams decide how to accomplish this.

Voices for America's Children is the only entity in the country devoted to enhancing the effectiveness of state and local child advocacy organizations.  That role is important.  Although the needs of children are constantly changing as service gaps are addressed and others emerge, children will always need someone to speak out on their behalf, someone to be their advocate.

The Center for Effective Discipline (CED) was founded in July, 1987 and became a non-profit organization in 1993. The Center for Effective Discipline provides educational information to the public on the effects of corporal punishment of children and alternatives to its use. It is currently the headquarters for and coordinates both NCACPS, and EPOCH-USA.
