About the Child-Parent Center

The Child-Parent Center is a 501C3 non-profit organization.  "The Center's mission is to prevent child abuse and neglect in the Northern Shenandoah Valley through the use of professionals and trained volunteers to provide direct service to high risk (at risk of abuse and neglect of children) families in order to improve the quality of family life."  The areas serviced are Clarke County, Frederick County, Shenandoah County, Warren County, and the City of Winchester.  The Child-Parent Center is formally known as The Exchange Club Center for the Prevention of Child Abuse of Winchester, Virginia and was formed by the local Exchange Club in 1989.  The Center works from the premise that one of the main reasons children are neglected and abused is because parents lack proper parenting skills.  The Center works to alleviate this problem by offering several services to children and parents:  in-home intervention, and parenting education classes. In-Home and educational services from The Child-Parent Center are available to all residents of the counties of Clarke, Frederick, Shenandoah, and the City of Winchester.  In-Home services (including Juvenile Delinquency Prevention) are free to all residents and are paid by grants from the Commonwealth of Virginia, billing the courts, or billing the county or city of residence.  Educational services are available to all residents of the five counties (Clarke, Frederick, Page Shenandoah, Warren) and the City of Winchester at a nominal fee.

Our in-home workers teach parenting skills and behavior management skills to client families in a non-threatening environment... client homes.  They work with both the parents and the children.  These clients are referred to The Child-Parent Center by the Department of Social Services of the service areas, mental health agencies, schools, health agencies, and courts. Services are available to juveniles who have gotten into the court system but whom the courts feel can be taught alternative behaviors.  Individuals can refer themselves to our parenting education classes.  These classes teach parents the skills necessary to allow children to grow up to their full potential without the danger of abuse or neglect.
